Water retention masking weight loss?

F/36/5'4"/188 lbs here. I began counting calories and exercising a month ago on July 10th. I am eating between 1100-1350 calories per day (I use a food scale to weigh everything including cooking oils, sauces, etc so I know that this is accurate) and doing a 3x/week strength training program and 3x/week cardio for 30-45 minutes.

Unfortunately, my weight graph is a straight line. I'm trying to be patient, since I probably do not defy the laws of thermodynamics, but most people with as much to lose as I do see at least some drop on the scale when they first begin dieting. Is it possible to start with a plateau? Can water retention mask weight loss for a whole month? Should I make some changes?
