Not losing weight eating 1,300 calories

SW:178.8 CW: 176.8 Height: 5’2 Age: 18 Sex: Female

On June 17, I started my weight loss journey at 178.8 at the end of the month I was 177.0. July 12, I was 176.4 and bumped down to 175.6 on July 30th. On August 1-5, I was still 175.6. Yesterday I was 177.0.

At this point I don’t know what else to do. I weigh my food, I count my calories, I eat partially healthy & idk what else to do. In January, i was eating 1,200 calories and lost seven pounds in two months but I stopped because i knew it wasn’t going to be sustainable. I’m losing weight at such a slow rate that it seems like I’m maintaining my weight. I know eating 1,300 calories isn’t what caused me to be obese, eating 1,900 - 2,000 calories everyday did. I even stopped exercising because I thought it was making me gain water weight. At this point, I’m thinking about going to the doctor. I’m kind of hesitant to go because they recommended me to do weight watchers the last time and isn’t that similar to what I’m doing now???

This was kind of a vent post but I am super discouraged. If anybody has suggestions I will appreciate it.
