Second week in - no weight loss

Hey all. So I would like to shift the weight I gained in lockdown which is 9 pounds overall.

I have a calorie deficit meaning I can have 1350 a day, I started this on Jan 1st and last Thursday I lost 3 pounds which I was very happy with. I have used an app to track all my calories and an app to measure my daily 5km walks and I have completely cut out alcohol. I have weighed myself today again a full week later and I have stayed the same, even though this week I have most days went under my allowance.

Is this normal? So instead of steadily losing a pound a week lose a few one week and none the next?
