Struggling with weight loss

this is my first post and i don’t really know where else to go. i (19f) am 5’7” and weigh 162lbs. when I was 17, i lost a ton of weight and was down to 130lbs. i ate junk food and healthy food and didn’t exercise, so i’m not sure how i did it.

i maintained that until i got to college this past school year and gained it all back. i assume it was from the processed dining hall food and constant snacking. i am home from school now and making a point to get down to 140lbs this summer. i love to run and lift weights almost every day, but i can’t seem to lose weight for the life of me. I eat pretty healthy with a few indulgences here and there, but i also struggle to put the fork down. i don’t want to waste food. i tried calorie counting and weighing my food but it’s hard when you don’t make your own meals. please help.
