gaining weight despite a deficit

so, i am 17F 5'6 ~187 lbs and I have been eating around 1300-1500 calories a day, but have not lost any weight. Ive been eating like this for at least a month and a half now, with no results. I would log everything but sometimes I wouldn’t weigh it or I’d estimate. At first I thought well, obviously I’m not eating a caloric deficit and I'm probably over estimating my food intake. But I've been logging my calories religiously for 2 weeks now (weighing and scanning everything) and sure enough I've been eating at a deficit, or at least I should be but evidently I'm not because I haven’t lost anything. But there’s no way my TDEE is less than 1500 right?

But for whatever reason, I actually gained 3 lbs this week. I have no idea where I’m going wrong. I’ve read online that sleep is important for weight loss and tbh, I have not slept properly in months. Would that one thing be enough to ruin my weight loss? I also read that starting a new workout can cause water retention and cause a stagnant scale. I work out very sporadically (maybe once or twice every two weeks) but for the past month and a half I've been very bloated on and off. I’ve also lost weight before and got down to 167 lbs from 200+ but then 2020 happened. Could this be affecting it too?

This is very annoying and it feels like my body is fighting me 🙃 i’m trying hard not to be discouraged but it was so much easier to lose it last time, i’d be down at least ten pounds by now. Anyone who has experienced this or can tell me what is wrong w me?
