How do you know when to adjust your calorie intake?

For the past few weeks I've lost 1.5-2.6lbs while eating 1538 calories a day. These past 2 weeks I've gained 0.6 and 0.8lbs respectively and I think that's because I wasn't measuring my food as accurately. This week I measured my food extremely accurately (food scale and measuring cups) and somehow I stayed the same weight? I was only over my weekly budget by 11 calories and being over by so little usually doesn't make a difference in my weight loss. I know awhile ago someone on here said that they had to adjust their caloric intake in order to continue losing weight because they hit a standstill. How do I know when I need to adjust it and how do I know how much to adjust it by?
