Why am I gaining weight?

I am a 22 year old female. 5 feet, weighing in today at 151. For about one straight year, I have tried many different ways to lose weight. About a month ago, I was trying 1600-1800 calories and not working out. Then we got a treadmill. I introduced 4 days of working out for 45 minutes, and was still eating around 1600. Just for the last two weeks, I tried 1400-1500, with an average a week of around 1350. I have been gaining one pound a week still. All calorie apps say that at my activity level and my weight loss goal I should be eating 1600 if I want .5 weight loss and 1450 if I want 1 pound weight loss. I've tried both of these but I'm still gaining 1 pound. Should I try strictly 1300-1400 and go lower even though my calorie apps say otherwise or why am I gaining weight?
